Background: Why We Checked
Every few months we audit the Ministry of Finance and the Public Service (MOFPS) website to see whether new salary scale data has been released for government workers. This matters for job seekers deciding whether civil service is financially viable, existing public officers checking their grade, and HR professionals tracking public sector compensation. Here is a complete, verified account of what is in force as at July 2026.
No new comprehensive salary scales document has been published for the period beyond March 2025. The pay band structure — the minimum and maximum for each band — remains as set effective 1 April 2024. Individual officers may have moved to a higher point within those bands in April 2025, but the bands themselves have not been reset.
The Official Salary Scale Document Explained
Jamaica’s civil service salaries are governed by a periodic multi-year salary scale document published by MOFPS. The current document is:
“Salary Scales for Monthly Paid Staff for the Period April 1, 2022 – March 31, 2025”

This document sets out Pay Bands 1–15+ for every civil service grade and includes annual adjustment columns for April 2022, April 2023, and April 2024. The April 2024 column is the most recently effective scale.
What Is the May 2023 PDF?
MOFPS also hosts a consolidated “all groups” version (Salary-Scale-26.5.23-Final-Outlined.pdf) published 26 May 2023 that adds specialist groups (health workers, correctional services, animal health, etc.). Both documents cover the same 2022–2025 period and figures. Neither is a new or replacement document.

Final year of the document. These are the salary figures currently in force for each band.
April 2025 — Incremental movement authorised (not new scales)
MOFPS Circular 3/2025 allows workers to advance up to 3 steps within existing bands (~7.5% increase). Band min/max unchanged.
Expected: New 2025–2028 document (not yet published)
A new multi-year salary scale is anticipated but had not appeared as at July 2026.

What Actually Changed in April 2025
Incremental Movement vs. New Salary Scales
Salary scales set the minimum and maximum of a pay band. Incremental movement is when an individual officer advances from one salary point to a higher one within the same band based on performance. The band limits do not change.
Under MOFPS Circular No. 3, dated April 1, 2025, eligible public sector workers were permitted to advance up to three (3) increments along their substantive salary band, resulting in approximately a 7.5% increase in basic salary for most qualifying workers. This was negotiated with the Jamaica Confederation of Trade Unions (JCTU).
What this means in practice:
- A clerk at J$1.5M within Band 3 (min J$1.44M – max J$1.94M) may now be at approximately J$1.61M — still within Band 3
- The band minimum and maximum have not changed
- Officers already at or near the top of their band do not benefit beyond the ceiling
- Movement is performance-contingent; not all officers qualify for the full 3 increments
If you are applying for a government job, the April 2024 pay band table above is the structure you will be hired into. New entrants start fresh within the band based on qualifications. The April 2025 incremental movement applies only to existing officers, not new hires.
Is There a New Salary Scales Document?
We checked every available source as at July 2026 — the MOFPS Compensation Review page, Publications page, Circulars for 2025 and 2026, the Accountant General’s Department, and a comprehensive web search. The result:
A new multi-year salary scales document covering April 2025 and beyond has not yet been released publicly by MOFPS. The 2026 circulars cover benefits, health schemes and administrative matters only — no salary scale PDF. A 2025–2028 document is anticipated but its publication date is unknown. Watch the MOFPS Compensation Review page — that is where it will appear first.

Common Questions
My salary went up in April 2025 — so isn’t the scale different?
Your salary went up because you moved to a higher point within your existing pay band, not because the band changed. Think of the pay band as a ladder: MOFPS sets where the bottom and top rungs are (that is the scale). Incremental movement means you climbed a rung or two. The ladder itself is unchanged.
When will the next salary scale document be published?
There is no official announcement as at July 2026. Based on previous cycles, a new document covering April 2025–March 2028 is overdue. Watch the MOFPS Compensation Review page and check back here — all 27 career guides will be updated the moment new figures are confirmed.
Are the figures gross or take-home?
All figures are gross annual salary before deductions. Statutory deductions (NIS, NHT, Education Tax, PAYE income tax) typically reduce take-home to roughly 70–80% of gross for most civil servants, depending on income level and applicable allowances.
What is the lowest civil service pay?
Based on the April 2024 scale, the lowest band minimum for monthly paid general civil service staff is Pay Band 2 at J$1,181,428 per annum (~J$98,452/month gross) covering Protective Services Officer Grade I entry. Most advertised vacancies start at Band 3 or above.
