What is a Senior Executive Officer (Government) in Jamaica’s Civil Service?
The Senior Executive Series (GMG/SEG) represents Jamaica’s public sector management spine — the officers who turn policy into action. Running from SEG 1 to SEG 6 across Pay Bands 7–12, these roles carry substantive responsibility for programmes, budgets, people and public outcomes. At SEG 1–2, officers manage sections or projects; by SEG 5–6, they head divisions or act as Deputy Permanent Secretaries. A strong academic background and track record of public sector delivery are expected. This series is the most sought-after pathway for career civil servants aiming for the top of the service.

Typical Duties & Responsibilities
- Developing and implementing ministry work plans and strategic objectives
- Managing programme budgets and ensuring value-for-money outcomes
- Leading and appraising teams of professional and technical officers
- Providing policy advice and technical recommendations to Permanent Secretaries and Ministers
- Representing the ministry in inter-agency committees and international forums
- Overseeing compliance with Public Bodies Management and Accountability Act
- Driving performance management frameworks and service delivery standards
- Managing stakeholder relationships with Cabinet, Parliament and civil society
Qualifications & Entry Requirements
- First Degree in Public Administration, Management, Economics, Law or relevant discipline (minimum SEG 1)
- Postgraduate degree (MSc, MBA or MPA) strongly preferred at SEG 3 and above
- Significant experience in public sector management — typically 5–12 years depending on grade
- Leadership training through MIND or equivalent executive development programmes
- Track record of programme/project delivery in a government environment
- Professional qualifications (CPA, PMP, ACCA) may be required for specialist SEG roles
