What is a Chief Technical Director (Government) in Jamaica’s Civil Service?
The Chief Technical Director is the apex of Jamaica’s civil service technical leadership — holding Pay Bands 13 and 14, the two highest grades in the General Management Group. CTDs head entire technical divisions or act as Permanent Secretary-equivalent technical authorities. CTD 1 (Pay Band 13) leads major technical programmes; CTD 2 (Pay Band 14) occupies the most senior technical advisory position in the service, often reporting directly to a Permanent Secretary or Minister. These roles command salaries comparable to the private sector executive tier and require a combination of deep technical expertise, executive management ability and strong stakeholder relationships.

Typical Duties & Responsibilities
- Providing authoritative technical guidance on complex policy and programme issues
- Leading large technical departments with multi-million-dollar budgets
- Advising the Permanent Secretary and Minister on technical matters
- Representing Jamaica in regional and international technical negotiations
- Driving research, innovation and technical standards across the ministry
- Overseeing major capital investment projects and technical procurement
- Mentoring and developing technical professionals at all grade levels
- Publishing technical reports and recommendations for Cabinet consideration
Qualifications & Entry Requirements
- Postgraduate degree (PhD, DBA or Master’s) in a relevant technical discipline — typically required
- Extensive professional experience of 15+ years in a senior technical or managerial role
- Track record of leading major government or private sector technical programmes
- Professional registration/fellowship with a recognised technical body
- Executive leadership training and public sector management experience
