What is an Administrative Secretary?

The Administrative Secretary series (OPS/ADS) bridges pure secretarial work and administrative management in Jamaica’s public sector. ADS officers carry more administrative responsibility than a general secretary — handling correspondence independently, managing office workflows and sometimes supervising clerical staff. The two-grade series (ADS 1–2, both Pay Band 5) is typically held by experienced officers.
