What is a Administrative Officer (Government) in Jamaica’s Civil Service?

Administrative Officers are the engine room of Jamaica’s public sector, delivering services, managing operations and supporting policy across every ministry and government agency. The series has four grades — AM 1 through AM 4 — offering a structured career ladder from clerical support through to unit leadership. Entry is accessible with CXC passes; progression to AM 4 typically requires a first degree and several years of service. Officers in this series work with budgets, correspondence, procurement, HR processes and public-facing service delivery.

Typical Duties & Responsibilities

  • Drafting and processing official correspondence, memos and reports
  • Maintaining registry files, databases and official records
  • Coordinating meetings, agendas and minutes for management
  • Processing procurement requests and monitoring expenditure
  • Supervising junior administrative staff and managing workflow
  • Liaising with other government departments and external stakeholders
  • Implementing ministry policies, directives and Standard Operating Procedures
  • Preparing returns, statistics and performance reports

Qualifications & Entry Requirements

  • Minimum 5 CXC/CSEC subjects including English Language and a numeric subject (AM 1 entry)
  • HEART/NCTVET Level 2 or 3 in Administration or Business (AM 1 alternative)
  • First Degree in Business Administration, Public Administration, Management or related field (AM 2/3 preferred)
  • Postgraduate qualification or professional certification advantageous for AM 4
  • Management Institute for National Development (MIND) training courses recognized
  • Proven experience in a government or similar organisation required for higher grades
